Hyperscale data centers are massive industrial facilities that house servers and computing equipment for cloud services, artificial intelligence, data storage, and digital platforms. They can require enormous amounts of electricity, land, water, grid infrastructure, and public investment.

WARD believes Wisconsin should not be asked to subsidize or absorb the impacts of these projects without clear answers, enforceable safeguards, and genuine community consent.

What is a hyperscale data center?

A hyperscale data center is not a typical office building or local server room. It is a large, industrial-scale computing campus—often made up of multiple buildings, substations, backup generation, cooling systems, water infrastructure, and secured land reserved for future expansion.

These facilities may support cloud computing, AI training and inference, video streaming, online retail, enterprise data storage, and other digital services. The key question is not whether data infrastructure matters. It does. The question is what a community gives up, what it receives in return, and who gets to decide.

Nationally, data-center load is emerging as a major driver of electricity-demand growth, according to the U.S. Energy Information Administration

Tons of caveats given this deal hasn't even been finalized --- especially on the water front: just because many NEW data centers are being built with closed loop system doesn't change the fact that the majority of OLD data centers are still wasteful.
